Household Budget Survey dates back to March 1925 when the first one-month survey of the family income and expenditure of the civil servants and workers households has been implemented. Seven surveys are implemented up to 1951, covering different population groups - households of workers and civil servants or households of farmers. The selection of households at that time is not done according to the theory of sample surveys.
