Deficit/surplus by subsectors of ‘General government' sector, first quarter of 2025

The data of the ‘General Government’ sector for the first quarter of 2025 have been published. Revenues in the amount of BGN 17 458.7 million, expenses in the amount of BGN 19 255.9 million and deficit in the amount of BGN -1 797.2 million were reported.

The data on revenues, expenditures and deficit/surplus of the ‘General Government’ sector are based on cash reports and trial balances on an accrual basis of the budgetary units, as well as quarterly data on the public enterprises reclassified in the sector, calculated by sub-sectors: sub-sector ‘Central Government’, sub-sector ‘Local Government’ and sub-sector ‘Social Insurance Funds’. The deficit/surplus of the ‘General Government’ sector is equal to the sum of the deficit/surplus of the sub-sector, while the total revenue and expenditure are consolidated between the sub-sectors.  

The information is published on the basis of Article 3 (2) of Directive 2011/85 of the EU.

Business Conjuncture, July 2025

In July 2025, the total business climate indicator decreases by 1.1 percentage points in comparison with June, as a decrease of the indicator is registered in the industry and retail trade.

The most serious difficulties for the business development in the sectors continue to be the uncertain economic environment, shortage of labour, costs of materials and the competition in the branch.

Producer Price Indices in Industry, June 2025

The Total Producer Price Index in Industry fell by 0.2% in June 2025 compared to the previous month. A decrease of 7.1% was registered in the mining and quarrying industry, and in the electricity, gas, steam and air conditioning supply - by 0.6%, while in the manufacturing industry an increase of 0.3% was reported.

The Producer Price Index on the Domestic Market decreased by 0.4% in June 2025 compared to May 2025. The domestic prices fell in the mining and quarrying industry - by 8.9%, and in the electricity, gas, steam and air conditioning supply - by 0.4%, while in the manufacturing industry an increase of 0.3% was registered.

The Total Producer Price Index went up by 7.3% in June 2025 compared to the same month in 2024. A rise was observed in the electricity, gas, steam and air conditioning supply - by 16.9%, in the mining and quarrying industry - by 15.8%, as well as in the manufacturing industry - by 8.2%.

The Producer Price Index on the Domestic Market increased by 8.4% compared to June 2024. The prices rose in the electricity, gas, steam and air conditioning supply -
by 24.5%, in the mining and quarrying industry - by 9.6%, and in the manufacturing industry - by 8.1%.

Production and Deliveries of Energy Products, May 2025

In May 2025, compared to April 2025, a significant increase of petroleum products was observed, due to the completed planned repair of production facilities in the previous month, as currently they reach their usual levels. A decrease was reported in the production of: solid fuels - by 29.5%, and electricity - by 21.6%. There was no change in the production of natural gas.

Compared to May 2024, an increase was reported in the production of: solid fuels - by 53.9%, and electricity - by 0.9%. A decrease was reported in the production of: transport diesel - by 33.6%, motor gasoline - by 32.2%, and liquefied petroleum gases - by 18.2%. There was no change in the production of natural gas.

In May 2025, compared to April 2025, for the deliveries of energy products an increase was observed in: motor gasoline - by 33.9%, and liquefied petroleum gases - by 14.3%.  The deliveries of transport diesel increased significantly, restored to their usual levels after the repairs. A decrease was reported in the deliveries of: solid fuels - by 29.6%, natural gas - by 17.8%, and electricity - by 10.3%.

Compared to May 2024, an increase was reported in the deliveries of: motor gasoline - by 53.1%, solid fuels - by 43.8%, transport diesel - by 17.9%, liquefied petroleum gases - by 11.1%. A decrease was reported in the deliveries of: natural gas - by 11.8% and electricity - by 0.9%.

Serviced passengers and processed goods at the airports

In 2024, the number of serviced passengers at the airports increased by 3.5% in comparison with 2023 and reached 11 222 766. The volume of processed goods also rose - by 4.1%.

Loaded and unloaded goods in river harbours by destination

In 2024, the volume of loaded and unloaded goods at river harbours amounted to 3 439 thousand tonnes, which was a 7.8% increase compared to 2023.

Loaded and unloaded goods in the sea harbours by destination

In 2024, the volume of processed goods at the sea harbours amounted to 29 522 thousand tonnes, which was 1.5% less compared to the previous year.

Trips of Bulgarian residents abroad and arrivals of visitors from abroad to Bulgaria in June 2025

In June 2025, the number of trips of Bulgarian residents abroad was 943.6 thousand, or 10.4% above the registered in June 2024. An increase in the trips with all observed purposes was registered.

The number of visits of non-residents to Bulgaria was 1 426.8 thousand, or 3.1% less in comparison with the same month of the previous year. A decrease by 9.3% was registered in the trips with professional purposes and by 4.8% with holiday and recreation purposes, while those with other purposes increased by 0.5%. Transit passes through the country were 31.4% (448.2 thousand) of all visits of non-residents to Bulgaria.

Housing fund as of 31.12.2024

The National Statistical Institute publishes data on the housing fund as of 31.12.2024. The number of dwellings in the country is 4 324 193. The number of dwellings is calculated as to the data from the Population and Housing Census as of 07.09.2021 the data of the newly built dwellings completed up to 31.12.2024 is added and the data of the destroyed dwellings is subtracted.

Business Demography for 2023

In 2023, the number of active enterprises in Bulgaria was 404 257, which is 2.6% more compared to the previous year, 2022. The newborn enterprises are 43 353, or 10.7% of the total number of enterprises in the selected economic sectors. Almost 83.5% of the enterprises born in 2022 survive one year later, as in the group of ‘1 - 4 employees’ this share is highest - 90.3%.

High-growth enterprises according to the number of employees in them for 2023

In 2023, the number of high-growth enterprises was 2 918. The largest proportion of these enterprises was reported in Sector G ‘Wholesale and retail trade’ - 19.8%, while the smallest proportion was observed in Sector B ‘Mining and quarrying’ - 0.1%.

During the same year, the total number of employees in these enterprises was 225 418. The highest employees share was registered in Sector C ‘Manufacturing’ - 20.4%, whereas the lowest was in Sector B ‘Mining and quarrying’ - 0.03%.

Non-financial accounts by institutional sectors, first quarter of 2025

For the first quarter of 2025 reported Net lending (+) / net borrowing (-) are as follows:

  • ‘Total economy’ sector: -2 435.01 million BGN;
  • ‘Rest of the World’ sector: 2 435.01 million BGN.

The quarterly non-financial accounts of the ‘General Government’ and the ‘Rest of the World’ sectors present, on the basis of national accounts, the economic activity of the government and non-resident units in a manner comparable to other European countries, according to the European System of National Accounts 2010. For this purpose, tables showing revenues and expenses of the ‘General Government’ and ‘Rest of the World’ sectors are developed.

The ‘General Government’ sector data are derived by using the reports on the implementation of the consolidated fiscal program provided by the Ministry of Finance, as well as estimates of the government units requalified in the sector.

‘Rest of the World’ sector data is developed using the Balance of Payments provided by the Bulgarian National Bank, as well as estimates developed by the National Statistical Institute.
